The app has not sent its contract yet
Connect the SDK (see Connection): on deploy the app sends its roles and permissions. Until then there are no roles to give: people chosen when the app was added get its base role then.
Prototype only
Pretend the developers deployed the app with the SDK and it sent its first contract: roles Viewer, Editor and Admin.
